Well, that depends on what you actually submit as pictures, not on what you may submit

Usually people that become admin are serious/reliable members that were sending many pictures, so they get admin rights to add the pictures themselve.
In some other cases (e.g. ford_guy, Firebird86, etc.) these were reliable members that were identifying really lots of vehicles, so they could make the changes to the site directly.
