No, this is classic Eastern Block-thinking
I've heard independently from different aquaintances, from Eastern Germany, Estonia and Russia, that at Communist times policemen, especially of traffic police, had a very bad reputation, much worse than in Western countries.So in the DDR there were a plenty of policemen-jokes, in West Germany not.
As for example:
"What means one star on the uniform-jacket?
- He can read.
What means two stars on the uniform-jacket?
- He can write
What means three stars on the uniform-jacket?
- He knows somebody, who can read and write"
