Uhh, there are more fleets than just police cars and taxis. I know Tempos and Topazes would've been available as rental cars (we rented one once), and I'd imagine some government agencies would also use them (maybe even businesses who buy them as company cars, I dunno). As for the DS, I doubt it would've been bought brand new to be used as a taxi, although the ID might've.

And just because a car is revolutionary, doesn't mean it'll sell well. If the public's not ready for the advancements, they'll shun the car (just look at the Chrysler Airflow, or when GM brought out fuel injection on the Corvette).

And, I don't think the Tempo is a great car. Little gadgets we take for granted, such as 12 radio presets, do not make a car great. I don't doubt it's a decent car. I loved my old Escort. But dependable transportation isn't quite enough to make a car great.

There were some ID taxis, yes, but do not forget that the number of taxis in Europe (except London with his famous black cabs) is low compared to typical US cities. So lots of taxis are from private owner. Taxi companies rather use Mercedes-Benz, since long time now.
