Because some users add vehicles that are not good enough.
So we must check before they add all vehicles.

Yes, unfortunately we have had too many junk animation titles that people want to add, so the admins requested that animation and non-fiction titles be approved before vehicles are added. All we ask is for the poster to provide a few sample pics of what they want to add. If the animation is good enough, we will open the page.
