I apologize as it was poorly written, but you said that submissions were supposed to be quality over quality

I thought you mean that I told that your submissions were great quality.
It is something judged by other admins, as some are much more involved than me in processing contributions.

The best tip I can give you is to be more humble. Right now you’re coming across as pitiful and a little desperate. As for the things you do on the site, maybe specialise and develop knowledge in something you already know well, like trim levels or chassis codes. Try to frequent forums or brochures or what other users have said to improve your credibility. If you want to become admin through contributions, you should maybe contribute a little more frequently than your current level.
